Federal Board of Revenue (FBR) Seeks Individual Consultants for “Pakistan Raises Revenue Program”

The Federal Board of Revenue (FBR), Government of Pakistan, has issued a Request for Expressions of Interest (REOI) to procure the services of individual consultants for the “Pakistan Raises Revenue Program (PRRP).” This initiative, financed by the World Bank, is seeking to fill five key consultancy positions in the field of Human Resources and Data Analytics.

This is a significant opportunity for experienced professionals to contribute to a major national revenue enhancement program. Open Consultancy Positions

The FBR is looking to hire individual consultants for the following five roles:

1. Senior HR Expert (Team Lead)

  • Qualifications: Master’s degree in HR, Public Administration, or a related field.

  • Experience:

    • 15+ years of experience in HR, with at least 5 years working with or advising government or large-scale organizations.

    • Proven track record in HR reform, workforce planning, and change management.

    • Experience managing cross-functional HR teams.

    • Strong communication, stakeholder management, and advisory skills.

2. HR Expert

  • Qualifications: Master’s degree in HR, Public Administration, or a related field.

  • Experience:

    • 12+ years of experience in HR, with at least 5 years working with or advising government or large-scale organizations.

    • Demonstrated expertise in HR policy reform, workforce planning, and performance systems.

    • Knowledge of labor regulations, public service rules, and best HR practices.

    • Strong communication, change management, and facilitation skills.

3. HR MS Expert

  • Qualifications: Master’s in IT, MIS, HR, or a related field.

  • Experience:

    • 8+ years of experience in HRMS/ERP design, rollout, and support (e.g., SAP, Oracle, PeopleSoft).

    • Hands-on experience with HR data migration, database management, and system integration.

    • Ability to produce HR dashboards/analytics for decision-making.

    • Strong project management and change management skills.

4. Training & Development Expert

  • Qualifications: Master’s in HR, Education, or Public Administration.

  • Experience:

    • 10+ years of experience in training and capacity-building, ideally in public sector or donor-funded projects.

    • Direct experience in designing curricula, writing training manuals, and implementing e-learning.

    • Strong facilitation and coaching track record.

    • Knowledge of training evaluation frameworks and feedback (e.g., Kirkpatrick, ROI methodology).

5. Junior Associate HR Data Analytics

  • Qualifications: At least a Bachelor’s degree in Economics with a specialization in Data Analysis and Econometrics.

  • Experience:

    • Proficiency in Microsoft Office, Python, STATA, and Excel-based financial modeling.

    • Strong skills in communication (including written reports and presentations), teamwork, administrative support, and digital coordination.

Interested individual consultants must provide the following documents:

  1. A Letter of Expression of Interest: This letter should provide information demonstrating the consultant’s ability, skills, and experience to undertake the assignment and deliver the required outputs as per the Terms of Reference (TOR).

  2. A detailed, dated, and signed Curriculum Vitae (CV): The CV should highlight the consultant’s qualifications and experience in carrying out similar assignments, as well as references for possible checks.
