Vacancy Announcement for Chairperson, Special Technology Zones Authority (STZA)
The Government of Pakistan, Cabinet Division, invites applications for the post of Chairperson, Special Technology Zones Authority (STZA). The Chairperson will lead this vital role in the development of Special Technology Zones in Pakistan, ensuring the creation of conducive environments for technology businesses, fostering innovation, and attracting foreign and local investments.
Functions and Powers of Authority
Review National Investment Policies: Evaluate laws and regulations affecting special technology zones and recommend amendments to the Federal Government.
Cluster and System Development: Identify, create, and upgrade technology and scientific clusters within zones.
Marketing and Promotion: Develop strategies for marketing, image building, and public relations.
Land Procurement: Recommend Federal and Provincial Governments provide and procure lands for zones.
Education and Qualifications
Minimum Education: At least 16 years of education in fields such as Business Administration, Management Sciences, Technology Management, Computer Sciences, Engineering, ICT, Public Policy, or related areas from an HEC-recognized university.
Experience
Applicants should have:
At Least 20 Years of Working Experience, including:
Minimum 5 Years in C-Level Leadership Roles, preferably with exposure to both public and private sectors.
Technology Sector Experience: Proven experience in the Science and Technology sector or in governance, regulatory, or strategic roles in Pakistan or abroad.
Budget and Operations Management: Experience in managing budgets, resources, and operations of a sizable organization.
Policy Shaping: Involvement in technology policy formulation at the national or international level is advantageous.
Public Sector Familiarity: Knowledge of public sector financing, procurement processes, and compliance requirements.
Global Exposure: Experience in international environments, familiarity with global best practices in technology ecosystems.
Private Sector Investment: Experience attracting private equity or venture capital in the technology sector.
Contract Duration and Age Limit
The appointment is for three (3) years.
The upper age limit for applicants is 62 years.
Pay Package
The Chairperson STZA will be entitled to the maximum of SPPS-I Scale and other benefits.
Disqualification Criteria
Those dismissed or removed from service due to disciplinary proceedings.
Convicted of offenses involving moral turpitude.
Non-citizens of Pakistan at the time of appointment.
Beneficiaries of the National Reconciliation Ordinance, 2007.
Those not cleared by the Federal Government’s clearing agency.
Those found with bogus educational credentials.
Individuals disqualified under Section 11 of the SOE Act, 2023.
Conflict of Interest
Candidates will need to retire or resign from their current department and refrain from any other vocation or business which may directly or indirectly impact their role as Chairperson.
