Minimum Qualifications

  • Master’s Degree in Civil/Environmental Engineering, Climate Change, Finance, or Economics from a recognized university.
  • Preferably, a certification or diploma in Green Finance and ESG from an internationally recognized institution.

Relevant Experience

  • 15 years of work experience in the field of climate/environment, including 5 years of specific experience related to green financing mechanisms and accreditation processes with international entities like UNFCCC.
  • Successful completion of several projects related to green finance, preferably hydropower projects via GCF.

Preferred Qualifications

  • Work experience in developing countries and/or in a multilateral programming environment.
  • Broad knowledge of climate change and climate finance.
  • Experience in economics, finance, sustainable development, climate/environment policy, political science, law, or related fields is an added advantage.

Position Description

Role and Responsibilities

The Individual Consultant (Climate Finance) will be responsible for:

  • Conducting comprehensive reviews of WAPDA’s existing projects and future plans to identify green financing opportunities.
  • Assessing and analyzing eligibility criteria, requirements, and limitations associated with accessing green and climate financing.
  • Providing guidance on compliance with international protocols, standards, and regulatory frameworks related to green financing and environmental management.

Key Tasks and Deliverables

  • Develop a roadmap and action plan for integrating climate financing mechanisms into WAPDA’s projects and implementation processes.
  • Identify and design financial windows for WAPDA’s development initiatives.
  • Engage with relevant stakeholders within WAPDA to gather input and insights on green financing priorities and challenges.
  • Assess financial resources required for implementing environmental projects and explore potential funding sources.
  • Deliver a detailed report outlining findings and recommendations for integrating green financing into WAPDA’s operations.

Terms and Conditions

Contract Duration

Salary and Benefits

  • A competitive market-based lump sum pay package commensurate with the qualifications and experience of the individual.
