MIRPURKHAS, SINDH – The University of Mirpurkhas has officially invited applications for the senior non-teaching position of Director Planning and Development. This significant career opportunity is open to candidates with a domicile in the Sindh province who possess the required qualifications and extensive experience in a relevant field. The Director Planning and Development role is a high-level administrative post, graded at BPS-19 or BPS-20, depending on the candidate’s experience. Qualification: A first-class B.E. (Civil) or an MBA in a relevant field such as Planning, Management, or Finance. The degree must be awarded after 16 years of education from an HEC-recognized university or institution. A key requirement is that the candidate must not have a third division in their academic career.
Experience Requirements:
For BPS-20: A minimum of 17 years of experience in a post BPS-17 or equivalent role within a university, higher education institution, or a government/semi-government/autonomous body.
For BPS-19: A minimum of 10 years of experience in a post BPS-17 or equivalent role within a university, higher education institution, or a government/semi-government/autonomous body, preferably in the public sector.
The ideal candidate will be highly proficient in planning, project management, financial management, audit-related matters, and civil engineering works. A thorough understanding of SPPRA (Sindh Public Procurement Regulatory Authority) rules and regulations, procurement procedures for tendering, evaluation report execution, monitoring, and the preparation of PC-I is essential.
Core Responsibilities of the Director
The successful candidate will be entrusted with a wide range of critical duties, including:
Developing and implementing strategic plans for the university’s growth.
Overseeing the preparation of development projects, schemes, and proposals.
Securing funding for projects from relevant authorities.
Managing the university’s annual work plans and cash flow.
Monitoring and evaluating the progress of ongoing development projects.
Liaising with government bodies, including the HEC, for approvals and support.
Fostering collaborations with other universities and organizations.
Compiling the Public Sector Development Program (PSDP) and Annual Development Program (ADP).
Appraising development proposals and schemes.
Preparing and submitting progress reports to the university administration.

Deadline: The application must reach the university on or before September 10, 2025. The university has stated that no extra time will be allowed for postal transit delays.
Important Instructions for Applicants
NOC for Government Employees: Candidates currently serving in Government, Semi-Government, or autonomous bodies must apply through the proper channel and provide a No Objection Certificate (NOC) from their employer.
Age Limit: The maximum age limit for applicants is 45 years. This is relaxable by up to 5 years for highly qualified and suitable candidates in exceptional cases.
Incomplete Applications: Applications that are incomplete (i.e., missing educational, professional, or experience certificates, or the processing fee) or received after the deadline will not be entertained.
