Sindh’s SWAT Project Seeks Individual Consultants for Financial Management and M&E Roles

The Project Management Unit / Agriculture Delivery Unit of the Sindh Water and Agriculture Transformation (SWAT) Project, Government of Sindh, has invited Expressions of Interest from individual consultants to fill two key expert positions. The project is seeking to hire a Financial Management Specialist and a Monitoring & Evaluation (M&E) Specialist.

The SWAT project, which has received financing from the World Bank, is a major initiative aimed at transforming the agriculture and water sectors in the province. These consultancy roles offer a significant opportunity for experienced professionals to contribute to this high-impact project. The deadline for submitting Expressions of Interest is within 15 days of the date of the advertisement’s publication.

Open Consultancy Positions

The SWAT project is looking to hire the following two individual consultants:

1. Financial Management Specialist (FMS)

  • Qualification:

    • Must be a qualified Chartered Accountant from the Institute of Chartered Accountants of Pakistan (ICAP) OR ACCA/ACMA.

    • OR a Master’s degree in Business Administration/Finance/Commerce from an HEC-recognized university.

  • Experience:

    • A minimum of 8 years of post-qualification experience in financial management, including at least 3 years of experience in accounting, internal control, and training in a reputable public or private sector organization.

    • Experience in the Development Sector is an essential requirement.

  • Skills:

    • Strong written and verbal communication skills.

    • Proficiency in English, Urdu, and Sindhi languages.

    • Excellent quantitative data analysis and self-management skills.

    • Preference will be given to candidates with experience in World Bank-funded projects and a gender-inclusive approach.

2. Monitoring & Evaluation (M&E) Specialist

  • Qualification:

    • A Master’s degree (16 years of education) in a relevant social science field (e.g., Business Administration, Project Management, Public Policy) from an HEC-recognized university.

  • Experience:

    • A minimum of 5 to 7 years of relevant experience in designing and implementing M&E systems for public or private sector development projects.

  • Skills:

    • Proven experience in both quantitative and qualitative research and supervision.

    • Proficiency in M&E system tools and statistical software such as Microsoft Office and SPSS.

    • Preference will be given to candidates with ICT-related skills and experience in World Bank-funded projects.
