Sindh Launches CRMS Mobile App: Digital Civil Registration System Unveiled by CM Murad Ali Shah
Karachi (November 28): In a major stride toward digital governance, Sindh Chief Minister Syed Murad Ali Shah on Wednesday inaugurated the Civil Registration Management System (CRMS) Mobile Application. This initiative marks the complete digitalization of the vital registration system, offering a seamless, paperless, and technology-driven platform for the registration of births, deaths, marriages, and divorces.
CM Murad Ali Shah hailed the launch as a significant milestone in the journey towards a ‘Digital Sindh’, emphasizing the government’s commitment to complete digitalization of processes for transparency, efficiency, and public convenience.
Digital Transformation: CRMS Mobile App and E-CRVS System
Key Project Details (E-CRVS)
System Name: Electronic Civil Registration and Vital Statistics (E-CRVS).
Budget: The comprehensive system was approved with a budget of Rs. 471.254 million.
Coverage: The system will be implemented across 30 districts and 769 health facilities.
Target: The goal is to ensure 85% digital registration of births occurring in both public and private hospitals.
Eliminating Financial Barriers and Red Tape
CM Shah noted that low registration rates, particularly for births and deaths, were often due to financial barriers, as low-income people struggled to afford NADRA fees.
Fee Waiver: The Sindh Cabinet has resolved to fully cover all NADRA fees for the registration of births and deaths. This entirely eliminates the cost barrier for citizens.
Convenience: The CRMS mobile app, developed in collaboration with NADRA, is designed to eliminate long queues, paper-based processes, and unnecessary delays, especially benefiting people in remote and marginalized areas.
Integration for Data-Driven Planning and Healthcare
The CRMS is not merely a registration tool; it is envisioned as a foundational data system for better governance and health management.
Evidence-Based Planning: Timely and accurate civil registration will provide real-time census data, enabling the government to formulate highly effective, evidence-based planning and policies.
Healthcare Integration: The CRMS will be integrated with immunization systems, disease surveillance, and patient identification mechanisms. This integrated data will support programs like the Electronic Immunization Registry and facilitate targeted action against diseases such as Thalassemia.
School Planning: CM Shah announced that within five years, every child’s school planning will be based on this vital registration data, and he directed hospitals to ensure the immediate registration of every newborn.
Commitment to Digital Sindh and NADRA Partnership
Chief Minister Murad Ali Shah underscored the robust partnership between the provincial government and NADRA, which is renowned for providing high-standard solutions like PakID.
Digital Governance: CM Shah reiterated the government’s commitment to the complete digitalization of all government operations, a process that began with the Cabinet’s business already being fully digital.
Expansion of Digital Services: The government is expanding the scope of digital reforms to include services such as the issuance of domiciles, social protection systems, health records, licensing, and e-payments—all to be brought onto a secure, integrated digital platform.
Official Agreement: A formal agreement addendum for the deployment of the CRMS mobile application was signed between the Local Government Department (Secretary Wasim Shamshad) and NADRA (Director General Amir Ali Khan), confirming the system’s compliance with NADRA’s data security and privacy policies.
