Position Overview: Senior Manager Procurement & Contracts
The selected candidate will lead the end-to-end procurement division of the PCB. This is a high-responsibility role acting as the Board's principal specialist in drafting, structuring, and reviewing high-value commercial agreements.
The primary objective is to translate every business outcome into a legally sound, protective, and fully enforceable contract while strictly adhering to public procurement policies.

To be considered for this elite role, applicants must meet specific academic, professional, and regulatory benchmarks:
1. Required Education
Minimum Qualification: Bachelor's degree in Supply Chain Management, Law, or Business from an HEC-recognized institution.
2. Experience & Technical Expertise
Overall Experience: Minimum 10 years of progressively responsible experience in both public and private sector procurement, tendering, contract management, and strategic sourcing.
Managerial Experience: At least 3 years in a dedicated managerial capacity with hands-on experience in drafting, negotiating, and administering complex contracts.
Contractual Expertise: Extensive experience in bid evaluation, risk allocation, clause review, and managing commercial, works, service, and lease agreements.
Regulatory Knowledge: Deep understanding of the Contract Act 1872, PPRA Rules 2004, and the utilization of the e-Pak Acquisition & Disposal System (e-PADS).
Construction Frameworks: Strong working knowledge of FIDIC conditions of contract for engineering and construction engagements.
3. Preferred Professional Certifications
While not strictly mandatory, candidates holding the following credentials will receive priority:
CIPS / MCIPS (Chartered Institute of Procurement & Supply) certification.
FIDIC Contract Management certification (covering the Red, Yellow, and Silver Books).
CPCM (Certified Professional Contracts Manager) or CCCM (Certified Commercial Contracts Manager) from the NCMA.
Core Duties & Key Responsibilities
The Senior Manager Procurement & Contracts will be responsible for a wide range of operational and strategic functions:
Compliance & Governance: Ensuring all procurement activities strictly align with PPRA Rules 2004, PCB’s internal policies, and general governance guidelines.
Strategy Formulation: Developing and executing comprehensive annual procurement plans in close coordination with departmental heads.
Vendor & Bid Management: Handling supplier prequalification, vendor registrations, tender preparations, bidding evaluations, and performance reviews.
Audits & Digitization: Leading procurement process digitalization, driving optimization initiatives, and supporting both internal and external financial audits.
Relationship Building: Fostering transparent and competitive relationships with global and local suppliers to maximize institutional value.
