Government of Sindh Finance Department Announces Contract-Based Job Opportunities, The Finance Department of the Government of Sindh has announced multiple job openings under its Economic Reform Unit. These positions are available purely on a contract basis and are aimed at strengthening fiscal management and financial reforms within the province. Interested candidates (Pakistani nationals) are invited to apply for the following roles:


Vacant Positions

1. Senior Fiscal & Financial Manager (One Position)

  • Qualification & Experience:
    • MBA (Finance), CA, ACCA, or CMA from an HEC-recognized university/institution.
    • Minimum 10 years of post-qualification experience in accounting and finance at a managerial level.
    • Understanding of public financial management, budgetary processes, and public sector rules and regulations.
  • Age Limit: Not exceeding 45 years.

2. Fiscal & Financial Manager (One Position)

  • Qualification & Experience:
    • Masters in Commerce/Economics (Specialized in Finance) or equivalent from an HEC-recognized university.
    • Minimum 8 years of professional experience, preferably in the public sector.
    • Strong analytical, quantitative, and report-writing skills.
    • Proficiency in MS Excel for data analysis and reporting.
  • Age Limit: Not exceeding 40 years.

3. Database Manager (One Position)

  • Qualification & Experience:
    • Masters in Computer Science or equivalent from an HEC-recognized university.
    • Minimum 8 years of professional experience in database management and data handling systems.
    • Ability to manage complex data and think creatively and analytically.
  • Age Limit: Not exceeding 40 years.

4. Financial Analyst (One Position)

  • Qualification & Experience:
    • Masters in Commerce/Economics or equivalent from an HEC-recognized university.
    • Minimum 5 years of professional experience, preferably in the public sector.
    • Strong analytical and report-writing skills.
    • Proficiency in MS Office and advanced MS Excel for data analysis and reporting.
  • Age Limit: Not exceeding 35 years.

5. Data Entry Operator (Three Positions)

  • Qualification & Experience:
    • Bachelor’s degree with a Diploma in Computer Science/Information Technology from an HEC-recognized university/institution.
    • Minimum 2 years of post-qualification experience, preferably in budget preparation in the public sector.
  • Age Limit: Not exceeding 30 years.

Job Descriptions

Senior Fiscal & Financial Manager:

  • Oversee the implementation of the Medium-Term Budget Framework (MTBF).
  • Design fiscal strategies and prepare medium-term budget projections.
  • Facilitate the adoption of performance-based budgeting and develop key performance indicators (KPIs).
  • Collaborate with senior officials and stakeholders to ensure effective MTBF implementation.

Fiscal & Financial Manager:

  • Act as a liaison between the Finance Department and Line Departments for MTBF implementation.
  • Conduct trend analyses and design frameworks for MTBF rollout.
  • Organize workshops and training sessions for capacity building.
  • Assist in the preparation of Service Delivery/Performance-Based Documents.

Database Manager:

  • Design, develop, and maintain computer/web-based solutions for budgetary data analysis.
  • Collect and compile budgetary and expenditure data for MTBF departments.
  • Ensure data security and integrity while generating periodic fiscal reports.

Financial Analyst:

  • Assist in the preparation and finalization of MTBF budgets.
  • Analyze budgetary data and trends to ensure alignment with fiscal goals.
  • Support the development of performance-based budget proposals and monitor KPIs.

Data Entry Operator:

  • Accurately enter budgetary data and performance metrics into designated systems.
  • Review budget proposals for completeness and compliance.
  • Assist in the preparation of Service Delivery/Performance-Based Documents.

General Instructions

  • The appointments are initially for 2 years, extendable based on performance.
  • Applicants must possess a Sindh Domicile/PRC (Form “D”).
  • Competitive market-based salary packages will be offered.
