Available Consultancy Positions at BISP

BISP is looking to fill three specialized individual consultancy roles based in Islamabad.

1. Operations Design & Planning Specialist (ODPS) – 01 Position

This is a senior-level role requiring a deep understanding of large-scale social protection systems.

  • Education: Minimum 16 years of education in Economics, Statistics, Public Policy, Data Science, or Management Sciences (GPA 3.0/4.0 or Grade A). A PhD is an asset.

  • Experience: At least 10 years of professional experience, with 5 years specifically in the design or evaluation of social protection or MIS systems.

  • Skills: Proficiency in Stata, R, or Python is essential. Experience with GIS or spatial data tools is a major plus.

2. Hybrid Social Protection Specialist (M&E) – 01 Position

This role focuses on monitoring and evaluation to ensure project efficiency and transparency.

  • Education: Master’s degree in Statistics, Economics, Social Sciences, or Public Policy (GPA 3.0/4.0). PhD preferred.

  • Experience: 7+ years in designing and conducting process evaluations or operational research studies.

  • Skills: Expertise in data analysis software such as SPSS, Stata, Python, and R.

3. Awareness Strategy Specialist – 01 Position

This consultant will lead the communication and public outreach efforts for the CRISP program.

  • Education: Master’s degree in Mass Communication, Marketing, Public Relations, or Social Sciences (GPA 3.0/4.0). PhD preferred.

  • Experience: 7+ years in public awareness and communications, specifically within the public sector or large NGOs.

  • Skills: Proven track record in digital marketing, social media strategy, and national-level awareness campaigns.
