The Government of Pakistan has finalized the development of a dedicated mobile application-based petrol subsidy system to provide relief to low-income citizens. As of early April 2026, the app is in its final testing phase and is expected to launch nationwide shortly.

Below is everything you need to know about the eligibility, registration, and usage of the motorcycle petrol subsidy app.

1. Who is Eligible?

The program is specifically designed for the following groups:

  • Motorcycle Owners: The primary focus of the relief.

  • Rickshaw Drivers: Included due to their high fuel consumption and low-income status.

  • Small Car Owners: A decision is pending on whether to include cars with engine capacities up to 800cc (such as the Suzuki Alto).

  • Requirements: To qualify, your vehicle MUST be registered in your own name at the Excise and Taxation department, and your SIM card must be registered to your CNIC.

2. How Much Petrol Will You Get?

The system operates on a monthly quota basis:

  • Motorcycles: Eligible riders are expected to receive a quota of 20 to 30 liters per month at a subsidized rate.

  • Rickshaws: Owners may receive a slightly higher limit, typically around 30 liters.

  • Subsidy Rate: The discount is expected to be between Rs. 40 and Rs. 60 per liter compared to the market price.

3. How to Register for the Subsidy

Once the app is officially released to the public (links will be provided on government portals like njp.gov.pk or 8171.pass.gov.pk), the process is as follows:

  1. Download the App: Look for the official “Pakistan Fuel Relief” or “Petrol Subsidy” app on the Google Play Store or Apple App Store.

  2. Verify CNIC: Enter your 13-digit CNIC number. The system will cross-reference your data with NADRA and BISP databases.

  3. Register Vehicle: Input your vehicle’s registration number (number plate). The system will verify ownership via the Excise database.

  4. OTP Verification: A code will be sent to your registered mobile number to finalize the profile.

4. How to Use the App at the Petrol Pump

The system is modeled after the Ramadan Relief digital vouchers:

  1. Generate Voucher: Open the app to generate a digital voucher or QR code.

  2. At the Pump: Go to a designated fuel nozzle at a participating station (such as PSO or Shell).

  3. Scan & Pay: The pump attendant will scan your QR code using a specialized retailer device to verify your remaining monthly quota.

  4. Dispensing: If you have 10 liters left and ask for 15, the system will only allow the dispenser to issue the remaining 10 subsidized liters.

Important Warning

Authorities have advised citizens to wait for official registration links and avoid downloading “petrol discount” apps from unofficial sources or social media links, as these may be used for data theft or financial fraud.

Official Status Check: You may also check your eligibility by texting your CNIC to the 8171 shortcode once the program is fully operational.
