Lahore, Punjab – The Government of Punjab, in a significant move to promote higher education, has announced the launch of the Chief Minister’s Honhaar Undergraduate Scholarship Program for the year 2025. This merit-based initiative, managed by the Punjab Higher Education Commission (PHEC), aims to provide 30,000 scholarships to deserving and outstanding students pursuing undergraduate degrees at leading universities and colleges.

The program is designed to support high-achieving individuals who face financial constraints, empowering them to access quality education without the burden of tuition fees. By covering this crucial expense, the scholarship enables students to focus entirely on their academic and personal development.


Key Program Details: Scholarship Coverage and Duration

This comprehensive scholarship scheme offers substantial support to ensure students can complete their education successfully.

  • Number of Scholarships: A total of 30,000 scholarships will be awarded.

  • Scholarship Coverage: The program will cover the full tuition fee of the selected applicants for the entirety of their degree program.

  • Scholarship Duration: The financial support will last for the complete duration of the undergraduate degree program, which is typically 04 to 05 years.


Comprehensive Eligibility Criteria for Applicants

To ensure that the scholarships reach the most deserving candidates, the following eligibility criteria have been established:

  • Domicile: All applicants must hold a domicile of the Punjab province.

  • No Age Limit: There is no age restriction for applicants.

  • Financial Need: The monthly family income of the applicant must be:

    • Less than Rs. 350,000/- for students enrolled in Public Sector Higher Education Institutions (HEIs).

    • Less than Rs. 500,000/- for students enrolled in Federal or Private Sector HEIs.

  • Enrollment: Candidates must be enrolled in selected disciplines at designated universities or colleges.

  • Academic Merit (Minimum Intermediate Marks): Applicants must meet the following minimum percentage in their intermediate examinations:

    • MBBS/BDS (Public Sector Medical & Dental Colleges): ≥ 80%

    • Federal and Private Universities: ≥ 70% for Sciences and ≥ 65% for Arts & Social Sciences.

    • Public Sector Universities: ≥ 70% for Sciences and ≥ 65% for Arts & Social Sciences.

    • HED Colleges: ≥ 65% for Sciences and ≥ 60% for Arts & Social Sciences.


Merit-Based and Transparent Selection Process

The selection for the Chief Minister’s Honhaar Scholarship Program is conducted on a purely merit-based and transparent formula, ensuring fairness and equal opportunity for all.

  • Selection Criteria: The final selection will be based on a weighted average of the applicant’s academic performance:

    • 30% weightage to Matriculation marks.

    • 70% weightage to Intermediate marks.

  • Gender Policy: The scheme is gender-neutral, and scholarships will be awarded solely on merit.
